Electricity advances are provided by BluAdvance. Umhlakasi provides the website, portal and messaging channels through which customers can access and manage those advances.
Read Part A for Umhlakasi-specific information. Part B explains the BluAdvance provider agreement in its original section order. Read the full provider agreement before accepting an advance; Part B is an explanatory restatement, not a replacement agreement issued by BluAdvance.
Part A — Using Umhlakasi
A1. Umhlakasi and BluAdvance have different roles
The Umhlakasi website, web portal and access channels are operated by UMHLAKASI ELECTRICITY ADVANCE (PTY) LTD, enterprise/registration number 2025/442870/07 (“Umhlakasi”). Electricity advances requested through Umhlakasi are provided by BluAdvance. Umhlakasi operates the customer-facing access platform; it is not the provider of the advance.
BluAdvance's references to its account, products, fees, qualification criteria, Group, merchants and suppliers retain their meanings in the provider agreement. An Umhlakasi profile is not a renaming of the BluAdvance contracting party. Umhlakasi does not become part of the Blue Label Group merely because its platform provides access to BluAdvance services.
References to "we", "us" or "our" inside BluAdvance's agreement mean BluAdvance and its successors and assigns. They do not mean Umhlakasi. "Supplier" in that agreement has its own meaning, including utilities and other underlying product suppliers; it should not be confused with BluAdvance's role in providing the advance service.
A2. Which terms apply
When you apply for or use a BluAdvance electricity advance through Umhlakasi, the BluAdvance Terms and Conditions of Agreement, together with the applicable registration, application and product-specific provisions, govern the advance relationship with BluAdvance. The provider agreement is incorporated into these terms by reference.
This page adds Umhlakasi-specific access information; it does not transfer BluAdvance's rights, fees, debts, authorisations or obligations to Umhlakasi. Part B follows the provider agreement's organisation to help you find relevant provisions. It is not a substitute for reading the full provider agreement.
For the advance, refer to the provider terms applicable to your transaction, including any valid amendments. A simplified explanation, marketing message or screenshot does not override those terms or any rights you have under applicable law. Ask for clarification before proceeding where information is unclear or inconsistent.
A3. Services currently available through Umhlakasi
Electricity advances are available, subject to BluAdvance's qualification requirements and approval of the particular request.
Direct electricity purchases and airtime purchases are coming soon. Airtime advances are currently unavailable through Umhlakasi. References to other products in BluAdvance's general provider agreement do not mean that those products are currently available through Umhlakasi.
A4. Access channels and connection requirements
Web portal: https://portal.umhlakasi.co.za/. Register or log in using the supported portal process. Internet access is required.
MoyaApp: Open MoyaApp. Message +27 87 813 4433, send MENU and follow the options. MoyaApp text messaging works without an airtime or data balance on supported South African networks. Network coverage and the app are required; downloads, media and external links may use data. Opening the separate Umhlakasi web portal is not included in this text-messaging benefit.
WhatsApp: Message 087 813 4433. Internet access through mobile data or Wi-Fi is required.
USSD: Dial *120*12209#. A smartphone or data bundle is not required. Airtime and network charges apply.
These are Umhlakasi's channels. A number or USSD code shown in BluAdvance's own agreement may identify a separate BluAdvance channel. It does not replace the Umhlakasi details above. Messaging numbers are not represented here as voice-support lines.
A5. Your profile, meter and instructions
Provide accurate information and check the selected meter and displayed transaction details before confirming. Keep your PIN/password and verification codes private. Use the available account-recovery process rather than sending a password or code to support.
Follow the instructions and terms presented in the channel you are using. A displayed feature, account registration or eligibility check is not, by itself, confirmation that an advance has been completed. Your requested advance remains subject to the provider's decision and transaction confirmation.
Use the portal or the supported messaging options to review the information available for your advances, balances, repayments and tokens. Ask for assistance if a transaction or deduction is unfamiliar. Do not infer from a website screenshot that a fixed amount, fee, payment method or approval is available to you.
A6. Personal information
Read the Umhlakasi Privacy Policy for information about personal information handled through the Umhlakasi platform. BluAdvance's handling of personal information is addressed in section 7 of its provider agreement and the Blue Label Group Privacy Policy referenced there.
These documents relate to different roles. Naming the Group's policy does not make it a complete description of Umhlakasi's own processing, and BluAdvance's authorisations must not be read as a blanket permission for unrelated Umhlakasi marketing.
A7. Help and provider enquiries

For the BluAdvance provider agreement, its published assistance details are bluadvancesupport@blts.co.za and WhatsApp 065 190 6266. These are BluAdvance's details, not Umhlakasi's messaging number. You can also use the contact details on BluAdvance's website.
A8. Important rights and acceptance
Read the payment, linked-meter, shared-device, data-sharing and authorisation provisions carefully. They can affect future purchases and contain liability, waiver and indemnity provisions.
Nothing in this page is intended to unlawfully restrict or remove rights under the Consumer Protection Act or other applicable law. The presence of a provision in a provider agreement is not a statement here that every provision is enforceable in every circumstance.
Merely reading this public website does not mean that you have requested an advance or completed the separate provider-acceptance process. Read and accept the applicable terms in the transaction channel before proceeding. This information page does not collect a bank-debit mandate, record acceptance on BluAdvance's behalf or change an existing transaction.
Part B — Guide to the BluAdvance provider agreement
The following is a structured explanation for Umhlakasi customers, retaining the provider agreement's section and clause references. It describes BluAdvance's provisions rather than creating equivalent rights for Umhlakasi. The full BluAdvance agreement remains the provider document to read and accept.
1. Definitions and Interpretation
1.1.1. Advance Product: selected Group Products made available for advance through an Interface under the provider agreement.
1.1.2. Advance Request: a request for an Advance Product received through an Interface from, or purportedly from, the customer, on which BluAdvance says it is entitled to act.
1.1.3. Affiliate: an entity controlling BluAdvance, controlled by BluAdvance or under common control with it. The definition includes direct or indirect beneficial ownership of at least 20% of voting stock, or another relationship that establishes actual control.
1.1.4. Agreement: BluAdvance's terms, including amendments it makes under the agreement.
1.1.5. Applicant: a person applying or registering for the Service through an Interface.
1.1.6. BluAdvance Account: the account in the customer's name used for the Service and Advance Requests, recording advance products and amounts. This provider-account definition is distinct from Umhlakasi's own customer profile.
1.1.7. Customer: an Applicant or user who has accepted the provider terms.
1.1.8. Fee: BluAdvance's service fee for each Advance Product is listed in Table A below and on its website. The provider agreement addresses fee changes and their publication. Read the fee and total amount repayable for your particular advance before confirming.
1.1.9. Device: a device incorporating or using a SIM card, or similar or successor technology, to communicate with a Network Operator.
1.1.10. Group: Blue Label Telecoms and its Affiliates from time to time; this does not automatically include Umhlakasi.
1.1.11. Group Product: a Supplier's product or service offered to consumers by or on behalf of the Group.
1.1.12. Interface: a platform interface through which the Service is offered and accessed, including BluAdvance's USSD, website, mobi site, mobile application and other interfaces made available from time to time. Umhlakasi access details are listed separately in Part A.
1.1.13. MSISDN Number: the mobile subscription number assigned to a SIM card that links a Device to its Network Operator.
1.1.14. Network Operator: Vodacom, MTN, Cell C, Telkom or another provider of mobile-network services.
1.1.15. Personal Information: personal information as defined in section 1 of POPIA.
1.1.16. PIN: the secret personal identification code used to access and operate a BluAdvance Account. The Umhlakasi portal's own PIN/password instructions remain applicable to its login process.
1.1.17. POPIA: the Protection of Personal Information Act 4 of 2013.
1.1.18. Qualification Criteria: the criteria BluAdvance uses to decide whether a customer qualifies for registration or an Advance Product.
1.1.19. Service: the digital-platform service facilitating Advance Products for qualifying customers and management of the BluAdvance Account.
1.1.20. Supplier: a Network Operator, utility provider or other third-party supplier of underlying products or services.
1.1.21. Third-Party Products: Supplier or Group Products offered to consumers through Third-Party Providers.
1.1.22. Third-Party Providers: third parties with arrangements to share product-purchase data with the Group.
1.1.23. We, our and us: within the provider agreement, these mean BluAdvance and its successors and assigns, not Umhlakasi.
1.1.24. You and your: the Applicant or Customer and that person's representatives and assigns.
1.1.25. Website: within BluAdvance's agreement, this means its website at www.bluadvance.co.za; it does not mean the Umhlakasi website.
1.2. Singular and plural expressions may include each other where the context permits.
2. Introduction
2.1. BluAdvance describes itself in its agreement as operating the platform that facilitates Advance Products, rather than as a credit provider, financial-services provider or underlying Supplier. This is a description of the provider's stated contractual position, not an independent regulatory determination by Umhlakasi.
2.2. The provider agreement requires registration as an Advance Subscriber through an Interface.
2.3.–2.4. It provides for a flat Fee for each use of the platform to receive an Advance Product, together with responsibility for the product's face value, called the Advance Product Purchase Price.
2.5. The Fee and Advance Product Purchase Price together make up the Advance Value. BluAdvance's agreement provides for recovery against a later Group Product purchase.
2.6. IMPORTANT: Recovery can leave a customer with less of the product being purchased, or no product from that purchase, until the Advance Value is fully paid.
2.7. Further advances may not be available while the earlier Advance Value remains unpaid or purchases are insufficient to settle it.
3. Qualification
3.1.1. The provider requires the customer to be at least 18 years old and to confirm this.
3.1.2. Its published qualification wording specifies at least three months of Group Product transaction history, or a shorter period BluAdvance determines.
3.1.3. It specifies at least R20 per month of Group Product spending, or another amount BluAdvance determines.
3.1.4. Other criteria may also apply. These published minimums are not a promise that a particular meter or customer will qualify.
3.2.–3.3. BluAdvance may assess Group transaction and payment history for registration and continuing approval, verify transactions and check active-customer status.
3.4.–3.5. It may decline registration or an Advance Product where requirements are not met and communicates its decision through the relevant Interface.
3.6. A customer may apply again later if circumstances change.
3.7. The provider agreement permits registration on more than one MSISDN, with its terms applying to each advance account. This does not promise that Umhlakasi supports changing or combining registered mobile identities without its existing verification process.
4. Acceptance, Commencement and Duration
4.1.–4.2. Read the provider terms before opting in or applying. Do not accept or proceed with that Service if you do not agree.
4.3.1.–4.3.2. BluAdvance's agreement describes acceptance through the application Accept option and/or use or continued use of the Service or submission of Advance Requests.
4.4. Registration entails compliance with the provider terms, including applicable revisions, without prejudicing other rights BluAdvance may have.
4.5. The provider terms allow amendments and describe continued Service use or Advance Requests as acceptance of those changes. Refer to the applicable provider version and any valid notice or acceptance requirements; this guide does not decide a version dispute.
4.6. IMPORTANT: The provider reserves broad discretion to refuse the Service or a request, revoke registration or terminate the Service for convenience, without prejudice to accrued rights. The clause also contains a restriction on claims against BluAdvance, Group companies and Suppliers. Read the full clause and the consumer-rights notice before accepting.
5. Use of Service
5.1.–5.2. Select the relevant Advance Product, complete the required registration and submit a request using the Interface instructions.
5.3. BluAdvance decides whether to accept the request. An accepted request leads to delivery of the chosen Advance Product and an update to the provider account; registration may be required first.
5.4. BluAdvance's agreement gives instructions for its own USSD interface and for acceptance through other interfaces. For Umhlakasi, use the channel details in Part A, including *120*12209#, and follow the terms-acceptance steps presented there. This guide does not replace BluAdvance's published direct-channel number inside its original agreement.
5.5. BluAdvance may request confirmation or further personal and other relevant information, including information required by law. Customers must advise of changes. Failure to provide requested information within the required period may lead to refusal.
5.6. IMPORTANT: BluAdvance, relevant Affiliates and appointees may assess creditworthiness within the Group and exchange and analyse personal and transactional information for registration and Advance Requests. Its agreement contains express consent to processing needed for these assessments. That provider consent is not automatically a separate Umhlakasi marketing consent.
5.7. Completing an application permits further requests, but a particular Advance Product still depends on qualification and the provider's decision.
5.8. Decisions may be communicated by SMS to the associated MSISDN or through the Interface. The provider's acceptance creates the advance-service relationship with BluAdvance, distinct from the customer's relationship with the underlying Group Product Supplier.
5.9. BluAdvance reserves the ability to decline registration or a request, or revoke registration, and says it will endeavour to communicate the reasons.
6. Product advance and payment
6.1.–6.2. When BluAdvance provides an Advance Product, the customer receives its benefit and owes the Advance Value to BluAdvance. The delivery date is the Advance Date.
6.3.–6.4. Recovery is not restricted to purchases made through Umhlakasi. The provider terms describe deductions and set-off against later Group Product purchases through Group entities, Affiliates and relevant merchants, and the Third-Party Product arrangements in clause 6.9, until the amount is settled.
6.5.–6.6. IMPORTANT: The provider agreement authorises BluAdvance and relevant merchants acting for it to recover the amount from such purchases, with allocation and priority determined under that agreement. The purchase may deliver a reduced product value or no product. Clause 6.6 includes a benefit for the merchant and a waiver of claims against it. Read the full provisions rather than assuming only part of a purchase can be deducted.
6.7. IMPORTANT — shared devices and SIM cards: The provider agreement contains a warranty covering other people who have used, or use, the Device or SIM card to obtain advances or buy Group Products, and describes joint and separate responsibility for the amounts involved.
6.8. IMPORTANT — linked meters and third-party purchases: Recovery can affect purchases for a linked electricity meter or replacement meter. The linked public agreement also addresses another person's earlier advance for a meter for which you have previously taken an advance. It covers purchases made by third parties for a linked meter, including a warranty of their authority for deductions and restrictions on resulting claims. It says the advance transaction is with BluAdvance rather than the municipality or utility and contains a related restriction on claims against them. Check the full clause before using a shared meter or buying for someone else.
6.9. IMPORTANT — Third-Party Products: The agreement permits purchase-data sharing through relevant Third-Party Providers, including purchases linked to a meter or cellphone number associated with an advance. BluAdvance uses this information for recovery of outstanding amounts under the provider terms.
6.10. The provider terms require amounts owed to be paid without deduction, set-off or demand by the customer and permit BluAdvance to allocate recoveries among amounts owed.
6.11. Advance transactions, payment allocations and outstanding Advance Value may be viewed through the provider Interface. Umhlakasi displays the corresponding account information supported by its channels; contact support about an unfamiliar or inconsistent entry.
6.12. Refund Policy: BluAdvance's agreement states that a paid-for product that is not delivered will be refunded within 21 days, that successful purchases are not refunded, and that a card-payment refund goes back to the account used for the original purchase. This is the provider's policy, subject to applicable consumer rights; it is not a new unconditional refund promise by Umhlakasi, and it does not announce that coming-soon purchase services are already live.
7. Protection of Personal Information and Disclosure
7.1. The provider agreement permits relevant disclosures to Group companies, Suppliers, merchants, agents and service providers for operating the account and Service, protecting relevant interests, facilitating requested products and responding to lawful regulatory or legal requirements.
7.2. BluAdvance's agreement explains that eligibility assessment and delivery depend on collecting, exchanging, processing and retaining required Personal Information across the Group and relevant merchants and service providers. It contains the customer's agreement to that processing for administration of the Service.
7.3. The provider agreement also refers to processing of personal and transaction information under the Blue Label Group Privacy Policy, with that notice applying to the provider relationship as described there. Umhlakasi's own platform information is addressed separately in its Privacy Policy.
8. Authorizations
Read these provisions in the full provider agreement. They are BluAdvance provisions, not additional powers granted to Umhlakasi by this page.
8.1.1. A security cession over rights the customer may have against a merchant or Supplier.
8.1.2. Ownership of Group Products passing on redemption, unless applicable law requires an earlier transfer.
8.1.3. Acceptance of applicable website-user terms referenced by BluAdvance.
8.1.4. IMPORTANT: An authorisation for BluAdvance to debit a bank account held in the customer's name to recover amounts owed. This guide does not itself collect or implement a debit mandate, or give Umhlakasi an independent right to debit an account.
8.1.5. A provision for the customer's bank to share personal information and account details with BluAdvance if it chooses.
8.1.6. Customer responsibility for Advance Products made to the customer's SIM card or Device.
8.1.7. IMPORTANT: BluAdvance distinguishes its role from that of the underlying Supplier and includes an exclusion of liability for defective Advance Products and a restriction on recourse. Applicable consumer rights remain relevant.
8.1.8. A warranty that the customer and anyone using the SIM card or Device are at least 18.
8.1.9.–8.1.10. IMPORTANT: Waivers of claims and indemnities benefiting BluAdvance, its Affiliates and merchants, expressed to operate to the maximum extent permitted by applicable law.
8.1.11. South African law governs the provider agreement.
8.1.12. The provider agreement contains an entire-agreement provision and restrictions on reliance on side agreements or variations not permitted under it.
8.1.13.–8.1.14. The customer may not transfer rights or obligations without BluAdvance's consent; the provider reserves transfer rights, including to Group companies or other third parties and by splitting claims.
8.1.15. BluAdvance reserves the ability to amend the agreement, including fees, as set out in its terms.

These are BluAdvance's fees for the advance products described above. VAT is already included. Under BluAdvance's agreement, the fee and the face value of the advance product together form the Advance Value to be repaid.
Electricity advances are currently available through Umhlakasi, subject to eligibility and provider approval. Airtime advances are currently unavailable. The Airtime and Data row is retained from BluAdvance's general fee schedule; its inclusion does not mean that those advances are available through Umhlakasi. Direct electricity and airtime purchases are coming soon, and this is not a fee schedule for those purchases.
Read the applicable fee and total amount repayable before confirming an advance. Fees may change under the provider agreement; ask for clarification before proceeding if the transaction information and this table differ.
